Netherlands – Cabinet extends corona support for entrepreneurs until March 2022

Entrepreneurs, companies and workers will have to deal with the tightened corona measures until at least 14 January. They limit the scope for entrepreneurship. To help them during this period, the cabinet is extending the economic support package.

The government is allocating 4.4 billion euros for this.

Emergency Measure Bridging Employment NOW

Employers can also apply for the NOW for the months of January, February and March so that they can continue to pay their staff.

This NOW 6 is at a comparable level to the NOW 5 subsidy that can currently be applied for.

For example, an employer must have at least 20% loss of turnover and the reimbursement percentage remains 85%. A number of things still need to be investigated.

The full terms and conditions will be announced by the cabinet in January.

The NOW 6, like the previous schemes, also reimburses the salaries of employees with a flexible contract.

Support for the self-employed

In addition, the government considers it important that there is sufficient support for the self-employed.

The earlier Tozo was introduced to provide the large numbers of self-employed persons with assistance quickly.
As of October, in view of the reduced numbers, this is again the regular social assistance benefit for the self-employed, the Bbz.

Some conditions have been relaxed. For example, there is no asset test and can be applied for with retroactive effect.

The cabinet has now also extended this relaxation by three months until March 2022. This will help the self-employed during the bridging period, until their company can continue at full strength again.

Fixed Expense Allowance (TVL)

In the first quarter of 2022, the conditions of the Fixed Charges Allowance (TVL) will be the same as those of the current TVL.

Entrepreneurs can use the TVL if they lose more than 30% turnover. The maximum subsidy percentage remains 100%.

An SME can receive a maximum of 550,000 euros and larger companies receive a maximum of 600,000 euros.

The government has reserved 1.9 billion euros for this.

tax measures

The tax deferral for entrepreneurs had already been extended until January 31, 2022.

The cabinet will decide in January whether a further extension of the deferral of payment is necessary.

The agreements that the Netherlands has with Belgium and Germany regarding the taxation of cross-border workers will be extended until March 31, 2022.

A number of other tax measures taken due to the corona crisis will expire on December 31, 2021, such as the tax-free travel allowance and the payment break for mortgages.

Events

The government will extend the event guarantee scheme (TRSEC) and the Additional Allowance for Events (ATE) until the third quarter of 2022.

These schemes come into effect if an event is banned by the central government during this period. A subsidy percentage of 90% will apply in the first quarter of 2022 and a subsidy percentage of 80% in the second and third quarters of 2022.

The cabinet will announce the further conditions for these schemes at the beginning of 2022.

For professional sports competitions, the cabinet monitors for each branch of sport and type of event whether the generic support measures are sufficient, or whether additional support is necessary during the duration of the corona measures.

Corona financing arrangements

The cabinet also wants to keep the corona financing schemes KKC, GO-C, BMKB-C, BL-C and the Qredits bridging facilities available in the first and second quarter of 2022.

Cultural and creative sector

Due to the extension of the restrictive measures, the cultural and creative sector will again be hit hard.

The cabinet is making 59.5 million euros available for a specific support package to support the cultural sector in January as well. The cabinet is also extending the loan facility at Cultuur+Ondernemen until the second quarter of 2022 and is allocating an extra 25 million euros for this.

Sport

For amateur sports, the cabinet will continue the previous compensation schemes (TASO and TVS) to compensate the sector for the fixed costs and rental costs up to and including January.

Municipalities will also be given the opportunity to support the ice rinks and swimming pools.

A total of 25 million euros is available for this until 31 December and a maximum of 55 million euros for January 2022.

A new balance

The support package preserves businesses and jobs. At the same time, the corona support is disruptive to the economy and taxpayers’ money does not always end up in the right places.

Now that the corona pandemic is lasting longer, the cabinet is therefore working on a new balance between business risk and government support.

The cabinet wants to have a long-term vision on the design of the support package ready before the end of the first quarter of 2022.
